Objectives
The purpose of MIEPA foundation is a creation and developing information and methodic analytic and consultation assistance to the Moscow City Government and industrial companies and enterprises in the sphere of foreign trade.
The main MIEPA’s activities:
- The implement participation in the Complex Industrial Program of 2007-2009 in Moscow and in the City program of the innovation system foundation in Moscow 2008-2010, participation in other Moscow City Government Programs, the purpose of which corresponds to MIEPA specialization.
- Development promotion of investment capacity for Moscow industrial enterprises.
- Export potential development in Moscow
- Development of the extension training system of professionals of science-industrial complex and management personnel in Moscow in the sphere of foreign trade activity.
- Assistance with the new work-place development and high-tech enterprises, oriented at demand satisfaction of domestic market.
- Information promotion of Moscow City Government Policy, aimed at investment attraction development process.
The reviews about the activity of MIEPA were listened and discussed twice during panel sessions of United Industrial Collegia, Department of Science and Industrial Policy, Moscow City Government (August 2007, November 2008)
In both cases works done by MIEPA were recognized as perfect, to be developed and supported.
With the purpose of efficiency enhancement in the sphere of foreign investment in Moscow economy the complex researches were carried out. MIEPA also have being working on recommendations concerning the enhancement and regulation of investment policy in Russia.
Within the processes the following works have been done:
- Complex analyze of investment attraction process into Moscow economy, including the structuring of foreign direct investments (FDI) and the evaluation of Moscow investment potential, its investment climate and investment image of Moscow abroad.
- Review and analyze of the world experience in FDI attraction on the examples of France, Ireland, Finland, China, the South Korea, Brazil, Check Republic, Slovakia and other countries.
- Review and analyze of the state regulation of Russian federal and regional experience in the field of FDI attraction on the base of 11th Russian regions activity in this sphere.
As a consequence the efficiency of foreign investment attraction has been approved, FDI can be the accelerator of Moscow economy development. Potential opportunities of investment increase were highlighted.
The recommendations for the enhancement of investment attraction policy and regulation were worked out. Also on the conceptual framework MIEPA have being writing the development instruments for investment attraction regulation system, recommended to be implemented in Moscow.
